If a US person or persons create a gain of function ( bio-warfare ) outside the country, and it gets released, they are not considered homegrown enemies, but if that same virus shows to have been created in a US lab, like the one at Chapel Hill, NCU , and was sent to Wuhan, with a grant, then, the blame falls on that country ; dumb enough to accept the deal. According to Francis Boyle who was a human rights attorney for the US, he was informed of such a virus created in Chapel Hill. It raised flags for him and he wanted to shut down the lab. He was told by his superiors, not to do anything.
