Stalin was waiting what West will do and was waiting. Straight from this documents we can see how Stalin was giving earlier assurances to Hitler that USSR will attack Poland just after Germany, not as late as it happened in reality. Hitler was outsmarted by Stalin here, because thay way Hitler become single aggressor and Stalin will claim that he was still neutral.
