He can't because Congress sets the date by law, and House Democrats won't agree to that, but should he cancel or delay the election, his term still ends on January 20th at noon. At that point, this clause of the 20th Amendment would kick in which states, "Congress may by law provide for the case wherein neither a President elect nor a Vice President elect shall have qualified, declaring who shall then act as President, or the manner in which one who is to act shall be selected, and such person shall act accordingly until a President or Vice President shall have qualified." In the scenario where the election is canceled or delayed, I think that the Presidential Succession Act would kick in and thus Pelosi, as she's next in line, would become president.
