Two reasons: 1: He believed that it was a hoax and that 15 cases would go to zero. 2: He didn't implement the things that were needed in March such as giving everyone $2,000 a month, declaring that failure to pay rent or mortgage due to COVID-19 can't result in foreclosure or eviction, closing non-essential businesses, a mandatory mask order, and ordering companies to produce much needed medical supplies.

  2.  DrMossydog  He thought so. What Trump doesn't realize is that had he mounted a competent response to COVID-19, he would've been more likely to get re-elected.
