He knows that he's guilty, and he wanted Trump to pardon him so that he wouldn't face any legal trouble. SCOTUS ruled that when you accept a pardon, you admit that you're guilty. Another way that I know that he's guilty is because TRUMP'S DOJ (not Biden's DOJ) was the one who started the investigation, and it would have to be really bad for Trump's DOJ to investigate one of Trump's most loyal lapdogs in Congress.
