  1. I think just having fishing gear and an ice chest could still constitute probable cause for a check. As for property tax, it should be cut, but only up to a certain amount of personal land holdings. We want to cut taxes on actual homeowners who live in their own homes, not the multinational corporations that are the largest land and real estate holders in the great ol' USA. Otherwise, making blanket cuts to property taxes (while also raising sales taxes) only hurts the real people who live and work and buys goods in our communities. Think about it: the poorer you are, the less property you own to be taxed... so property tax cuts are generally a tax cut for the rich.
