@met9072 NPR is funded by donations and fundraising by the public… when you hear stories about race, gender, etc. on NPR, someone has donated a large sum of money under the condition it will be used to fund stories on topics of their choosing. Committees are set up to oversee and ensure the money is used as specified by the donors

how about send them to the many places where people need and WANT migrant workers… my region relies heavily on migrant work for strawberry harvesting, etc… not only are they very hard workers, they are some of the nicest people you could meet who are excited and grateful to be here. Why send them places that can’t accommodate or employ them?
