  3. Panama getting out of the Brlt and Road initiative doesn't mean China was developing the canal, but rather doing other projects, investments and businesses that had nothing to do with the canal. Basically, panama was forced to cut alot of trade deals with china that could've helped it reduce its inflation rates and induce job creation.
