  1. It reminds me of the Freedom of Information Act, effective July 5, 1967. I remember a news anchor explaining to the public what that meant. He was asked if that meant John Q. Public could request of the FBI any files they had on citizens. The answer was yes...and, if there was no file when the request was initiated, the individual could bet that a file on him/her would be created the moment the request was made.
