  1. When poor uneducated ignorant mothers have more children then they can control you get children raised on the streets. That is the problem. Philly needs a one welfare child policy for the good of the community. You will see a better batch of citizens come up from the poorer sectors. Once the next generation ascends out of poverty, have all the children you can afford without going on the public dole.
