Okay Malcolm, if you are going to call for a state of emergency please name it for the root cause and not the symptom. Call a state of emergency for poor parenting, culturally bankrupt mothers and fathers and self defeating culture. These inner city killers don't just appear out of thin air.

@user-gu6vf3je1d That's the problem, he should have led with describing the root cause of the problem behavior. Too man in the "community" are not willing to face the grim reality of mass multi-generational family dysfunction. We need this part of our society to heal itself and thrive. That will never be accomplished if we are shy about defining the root cause.
