  4. Sadly LadyA, too many of Philadelphia citizens are lower than dogs. Add to that the dog-ship mentality of not snitchin. Philly has exactly the quality of policing it deserves. You can't have nice things when the populace is filled with violent people spawned by ignorant mothers and on rare occasion father, that keep having babies that they have no intention of raising correctly. Shame on the population of losers that have no intention of improving the lives of their children.
