  2. What makes a bad neighborhood? When that neighborhood is populated by bad people. Who are bad people? Those that seek excuses rather than solutions. Those people that procreate irresponsibly. Those that don't aspire for education, good health and higher morals and ethics. Those people that carelessly raise their children. Bad people tolerate other even worse people because they are morally and mentally weak and lack the gumption to take action. I could go on but I think you get the idea.
