  1. No one should have the right to pollute the streets with their sorry homeless presence. The homeless need to be dealt with the way the Finns are doing it. Get the human garbage off the street. Put them in temporary housing to assess what is making them low lives. The two main culprits here are drugs and mental illness or a combination of the two. Get them help. In the case of the druggies I would give them prescription meds to keep them under control and prevent the crime they cause trying to pay and get their drugs. Homeless people should eventually should be moved to permanent (forever) housing. If they must be cycled more than twice through the system, you either permanently warehouse them in locked facilities or deport them. There should be no place for homeless on the streets in a civil society.

  2. Suggestion, round up the homeless and send them to North Dakota. You know, the same way that Porto Rico officials gave addicts a choice of prison or go to the mainland USA. North Dakota has plenty of room for dumping garbage.
