The background check requirements for gun shows and internet sales this Senate Vote was all about (so already no "assault" weapons & high capacity magazine ban as Obama wanted at the very beginning) would have probably passed the Senate and then even the House in the very same wording IF the POTUS would have been a Republican. So pretty much the vote was not to give Obama a way to celebrate a victory lap, like recently with Israel apologizing to Turkey when he visited Israel.
