The system allows you to "buy" the house with minimum down, maybe 5% or 10% down, rest of the amount you pay it in monthly down payments that can last up to 20 or 30 years, depends how much you initially put down. You become the sole owner of the house after you've paid the very last monthly downpayment. Anytime you cannot pay the monthly MORTGAGE, usually you get a 90-day grace period to pay it back, but if you still cannot pay it at all, it's called FORECLOSURE, lenders will take your house.

"You can't have both low taxes and high welfare" You're absolutely right, unfortunately for Greek ppl they have been accustomed with this type of welfare system for maybe 60 years, right after WW2, therefore they know NOTHING about a society based on few welfare/entitlement programs. Next to impossible to make them come back to reality in just few years, maybe in 20 years they wont ask for entitlement freebies anymore, but until then, they see themselves as the real victims.
