"to punish America" 1) Only a nutjob would think that this type of law "punishes" in any way ANY country never-the-less America, this law punishes those would-be American parents that are ALREADY in the process of adopting or the future ones 2) You punish a country thru ECONOMIC sanctions, aka IRAN 3) This law punishes the ORPHAN RUSSIAN KIDS.
