As per wikipedia and Time Person of the Year, they award the "prize" to the politician who won the US Election (or Re-Election) in that particular year, 1948 Truman, 1961 JFK, 1964 & 1967 LBJ, Nixon, Carter, 1980 & 1983 Reagan, 1990 Bush Sr, Clinton, 2000 & 2004 Bush Jr, 2008 & 2012 Obama, so nothing out of ordinary as per such Time "awards".
