  1. It's not surprising if the State isn't genuinely invested in conducting a comprehensive public inquiry. The state itself creates the environment where these crimes must go unnoticed. Hospitals tend to sweep things under the rug because of their commercial and career interests. It affects not only senior management but doctors as well.
