So If an African leader would want to better the situation he would face immense pushback from the US credit rating system, EU tariffs and internal corrupt forces or even French army intervention. The problem one faces are comparable to fighting drug cartels in South America. Not saying it wouldn't be possible but immensely difficult. There are just to many parties profiting off the current state and there is little incentive to forfeit profit in favor for the local population.
