Corruption is when a politician personally gains.. yes, for example, when a rewarding top exec job in the private sector awaits them after the end of their political career. This is true for almost all politicians in all countries (ex. Jean-Baptiste Djebbari, Gerhard Schröder). Politicians are driven by self-interest not national interest. The Guardian is an international paper so its also fair for them to report on non domestic issues (ex. Panama Papers).
