The VOC was a Dutch government initiative, Spain with it's ally Portugal was still fighting Dutch independence in the South, partly with money earned overseas, so they could send the Spanish Inquisition on them again. That's why Coen believed he was doing the right thing, there could be no war without the trade. The English didn't have a stake in that game.
