Car manafucturers have use alloy and magnesium wheels and inboard brakes for decades to save unsprung weight. It's a huge thing in handling so if you want individual wheel motors you put them and the end of a drive shaft in the middle of the car to make the motor weight tilt with bumbs rather than going up and down. You'd want the weight in the middle of the car anyway. Low in the car is the first priority for the big weight like batteries, but within the axles and towards the axis are a close 2nd and 3rd. Hub motors are a good idea for compact city cars with small wheels to save space. But those cars typically don't profit much from torque vectoring and for efficiency you would only have two driven wheels. It's probably only the double rotor design that interests BMW.
