I, as a Dutchman, kiss some friends on the cheek to congratulate them or wish them happy new year, but that is something, those are very good friends and just doesn't happen in the first decade of a friendship. You deal with them like you do with your father or brother, so that is special. The Dutch reach is not really a thing I believe, you just fail your driving test when you don't look out for a cyclist. This trick might help not to forget, but you just have to watch out and watch your passengers too because a passenger door will be even closer to the cyclist.

We should remember that the British are the biggest prudes of Europe, the Puritans were more prude than the British, then they went to the Dutch Republic (the city of Leiden) because of it's religious freedom. But they feared the influence of the Dutch sexual moral, who were pretty strict calvinists back then, on their children. So they went to America as the Pilgrim Fathers where they thought they could be their prude and puritan self and enforce it on others. So in international Western comparison, the USA is extremely prude. The sexualization might be a counter reaction, it's not a reaction that desexualizes nudity.

@FloofersFX You don't have to read between the lines very carefully to what part of the culture was the biggest threat to their kids. The Dutch were good christians with monogamous marriages too, but sexual joy withing that marriage was not frowned upon but seen as something good, the Dutch word for the clitoris is older than the 1600's for example. Also the youngsters looking for a future wife and husband were allowed quite a bit of liberty. Husband and wife and fiancees were showing affection in public, women and girls travelled unacompanied. That was all unheard of in England. Anyway, lots of things change over time, but the Anglo-Saxons at either side of the pond were consistently among the most prudish of Western civilization.

What surprised me about the French was being kissed on the cheeck by a girl that was introduced to me. Here in the Netherlands you have to know someone quite well to kiss for greeting, you start out with a handshake. What me surprised me even more that this 16-year old girl and I, who wasn't very mature but still a few years older and hitchhiking through France, were almost pushed by her family to start a vacation romance.
