They are not really council estates. Despite government trying to appropriate the housing for it's political plans lately, social housing in the Netherlands is done by private not for profit associations and foundations since the beginning of the 20th century.

The young so very international professionals bubbles from the city centre don't go there either, nor do they have any clue about the "older white Dutch people". They just make up racist stereotypes about these older white Dutch to feel better about themselves, but have no clue how narrow minded they themselves are.

The Bijlmer was a failing ideological society changing architecture project that took a very large part of a huge and sudden wave of Surinamese immigrants followining independence, all in the middle of a pre-existing heroin epidemic. The Bijlmer was the hart of a perfect shit storm. Good reputation leaves on a horse and returns by foot. City council has made great efforts to restore the place because it was the worst, neglecting other areas in the process. People living in Amsterdam outside the canal belt bubbles have noticed it becoming liveable for over 20 years but not everybody is onto the latest news. Other areas are more problematic now, and not because of the Surinamese immigrants but the Moroccans. The suggestion that the white Dutch gave the Bijlmer a worse reputation than it deserved is a rather offensive bit of projection, that is undeserved. Bad neighbourhoods are just not as accepted as in the far less egalitarian classist Britain. The underclass was a problem tackled in the Netherlands from the late 19th century to the 1920's, through private social housing and education mainly. There were hardly any bad neighbours for immigrants to settle in, they had to turn them into bad neighbourhoods themselves and many Moroccans did.
