  2. I'm no expert but it's probably better to get a nonworking plane and restore it, even if it's just a frame. That is something that can save a lot of trouble for motorcycles/scooters/bicycles just get an old moped and take the vin and you can 'restore' whatever you want instead of paying thousands for something new like electric bike or motorcycle that is massively overpriced and usually garbage on top of that. @weekendwarrior3420
