  1. I lived in a neighborhood like this in the USA. It was heavily patrolled by the cops, lots of arrests, etc. Part of the problem was that these illegal aliens come from a society where the police don't intervene heavily in everyday life. So, a lot of petty criminality is allowed and they bring that tradition with them. Also, most of them have limited or no knowledge of English, so don't really know the local laws, etc.
