I have been claiming for over 2 decades that most in person work and business travel are complete B.S. I think one of the key reasons is that bosses and business owners like having their minions within their line of sight so that they can have a sense of power and control.

I think your example of $1.00 board repair is an example of dumping. You would most likely incur costs far in excesses of $1.00 to repair a board, even if you had slaves. So, if your competitors could prove so to a judge that you are consistently offering your services far below what it actually costs you to repair them, they could sue you out of existence.

Well, California has a long way to fall, but it will never fall as far as Michigan because it has an amazing climate and some stunning scenery. So, there will always be some schmucks willing to put up with the B.S.

The IRS already monitors the accounts of registered businesses. They don't send an auditor for smaller transactions not declared as income. They just send you a letter and demand you pay up.

You make some good points. The difference between 2008 and 2020 is that the infrastructure for working from home and/or gig work is far more robust now. So, people are not obliged to go crawling back to their crappy office jobs.
