  2. Not in Canada, unless you play some financial games such as paying off your mortgage, then floating a new mortgage for the express purpose of investing. In this case the mortgage interest would be tax deductible. I have thought about doing this but decided against this because you can find yourself paying off a loan for investments that are worth less than the loan. This scenario played out in the last two years.
