  1. I never would have thought Idaho would be in the top 10. I even thought SD would be higher up than ID. A good portion of the latter is in the Great Basin, whereas MT has a huge stretch of badlands and high plains east of Billings all the way to ND that can experience bone chilling winds. The western part of MT is comparable to the mountainous sections of ID. SD winters are brutal, especially in the plains portion with serious wind chills.
