  2. Check out Yavapai County, Arizona, as in the Prescott area. Not as cold as Wyoming in the winter and not as hot as Phoenix in the summer. Maybe 95 at the highest. Relatively remote, but close to Flagstaff. If you get tired of the winter weather there, you can easily add 30 degrees by dropping in elevation to the northern outskirts of Phoenix. Yavapai County has some similar scenery to Wyoming, with less crime than either Phoenix or (definitely) Memphis.
