  2.  @phoenixobrien163  Considering that the ultimate aim is a One World Government structure then it will be presented as a " Threat " to All of Humanity requiring Centralisation of the response on a Global scale to try and save Humanity. Take your pick - Another Pandemic,World wide Hunger, WW3 , Asteroid impact, Super Volcano eruption, ET Alien Invasion or Encounter, Combinations of these. If they can generate enough Fear again they can succeed.
