Coming from the Healthcare sector I can tell you that,that model of parallel public -private systems can be a benefit but also create a problem. The Healthcare providers that are employed in the Public sector should not be allowed to offer services outside of the Public sector and the Private sector requires a regulatory framework to prevent excessive price structures developing and I say that with some reluctance as I work in a Private Healthcare sector in a different country that is on the verge of potentially destroying it's private sector with heavy handed government intervention.

@georgependarbes5898 This outbreak is real but there are enough indications that it is not accidental and there are individuals that know precisely what the overall agenda is. Hopefully their plans don't bear the intended results but this is going to be an extremely bumpy ride.

It is about the Healthcare system threshold for failure + the Normal daily Emmergencies + Seasonal Influenza season + Pandemic cases = ......???? If you don't " Flatten the curve " as South Korea did and the USA is Trying to do and you allow it to crash rapidly into your Healthcare system then you get Spain or prior to that Italy.
