Scotland not only has a regional assembly, it is also representation in Westminster and get to vote on matters that don't concern them, it has local councils and has had had two referendums in the past 20 years regarding it position in the UK which were honoured. The rest of Europe could learn alot from the UK.

  6.  @ingbor4768  they need Westminster approval because the UK government resides in London. It has done for the last 300 years!!! You can't be sovereign if your laws and monetry policy are made in Brussels. Arguably England isn't sovereign, both are nations that make up the wider UK.
