  3. They're 2 related but separate rights, which shall not be infringed and both are essential to our ability to secure our freedom. They're not dependent on each other, there's comas there for a reason.

  4.  @wagzel  see my first reply. If that confuses you, read what the men who authored those words wrote in letters and such. I know you don't want to do the latter because it blows up the "point" you're attempting to make.
