Sometimes, as with natural catastrophe, all three local state and federal are ready to fulfill obligation. They all work together. Taxpayers pay for service.

The press took one incident and made it's viewer look at it as a law for every state/city. Be careful when reading media. What the article omit is also important. Listen to entire context. Each Police officer takes an oath to uphold both fed/state or city Constitution. Study law not journalism.
