This means we should usually vote for a person that takes less money than the other because he will be a better president than the other one. Otherwise Trump would reduce the deficit despite lowering taxes becuase he reduced wastefull government spending and reduced corruption. Most government projects are 3 to 10 times overpriced - above the market price. Instead spending 100 million for a hospital they spend 400 million etc. Trump reduced this overspending and started to reduce deficit until covid came.
