  2. To win the election, a candidate must receive a majority of electoral votes. In the event no candidate receives a majority, the House of Representatives chooses the president and the Senate chooses the vice president. So ... in some ways the popular vote for the President does nothing more than give the electorates something to consider. They are not bound by the popular vote tho.

  3. The Electoral College consists of 538 electors. A majority of 270 electoral votes is required to elect the President. Your state's entitled allotment of electors equals the number of members in its Congressional delegation: one for each member in the House of Representatives plus two for your Senators. That's why there is a strategy needed to deciding where you actively campaign to get votes in states with the most electorates BUT it is all still a gamble because electorates can still vote their conscience and not with the party or the people.
