  1. Nobody took the warnings seriously when trolls started up on the internet, they thought it was harmless comic relief. Nobody took it seriously when it quickly spread and people started emulating the trolls, but it devolved into harassment, bullying, hate speech and threats. This is the result of not taking the warnings seriously from the start. We had a chance to fix this when it was manageable, it is an unwieldy unruly beast now. Only heavy handed measures will fix it, and many innocent will have to take a hit in the process of separating the chaff from the wheat.
