  1. Exactly, that's my guess too. Dinosaurs ruled for 200 million years. They never got around to create a space-program. So I guess single-celled are common, multi-cellular is extremely rare, animals even rarer, and intelligence with space-program - could easily be once pr. galaxy.

  2. Roman Empire ruled for 1000 years, never even got close to a space-program. Not only do you need the intelligence, but you need to develop the correct culture as well.
