  1. I'm pretty sure Russia is maximizing its negotiation position. Russia is more scared of the West, than the opposite. And with good historical (and economical, and military reason). And NATO members have very little to gain from making Russia even more nervous. Just make a nice buffer zone that both sides will respect, and all is good. (In an ideal world, Russia would be a NATO member - but that's dreaming I know)
