Hmm, not sure if I buy into that ladder. There is a lot of more steps between a limited defensive war that Ukraine now fights and a total nuclear world Armageddon. Things we've not seen yet: 1. Russia using heavy bombers and mass carpet bombing of civilian cities. 2. Ukraine launching attacks into Russia 3. NATO giving airplanes, long range cruise missiles or similar far-reaching weaponry to Ukraine. 4. Other countries (for example: Belarus or Poland) actively putting own forces into action. (Poland as a NATO member could attack Belarus or support Ukraine directly with combat forces. Probably forgoing NATO protection if doing so). 5. Use of gas. 6. Use of smaller tactical nukes.

@christopherg2347 - pretty sure modern bombers have a tad higher accuracy than WW2 bombers. There has been no heavy bombers in this war so far to my knowledge. And with contested skies, it might stay that way. Still, it is a way to escalate the war, by purposefully mascaraing civilians to a much greater extent than what is currently being done.

@andmos1001 - not necessarily. A limited nuclear attack on a city in East Ukraine would not necessarily provoke a nuclear response from NATO. However, the West would no longer accept any country remaining neutral in that case. Ukraine might need to fold, but at what cost to Russia?
