  1. Most of Europe isn't really interested in fighting Russia at the moment. Also it takes some time to re-arm Europe, even though it is happening now.

  2. Of course Russia wants the defensive lines and major cities in the oblasts they haven't gotten in the war. And of course they don't want any defense of Ukraine be credible.
