Norwegian here, so excuse my ignorance. Can not the biggest party just form a minority government and just ask for support on a case by case basis. Also not including AfD in any politics, is just what Sweden did - not a good idea.

Worked out great for Sweden.... Now they have to combat problems they could have fixed easily 15-20 years ago if they had not ignored their "right-wing" party.

@ if the minority government is a pretty centric one, then it should have most policies at least supported by one other party. And then it just flips flops around and gets the votes it needs from case to case from different parties. I'd argue it is the most democratic way to rule in a parliamentary system. Every thing voted for is going to be something supported by some sort of majority.
