Yeah, I've been subscribed to him for a long time, and that's pretty much my take on it. He has more access than a random Russian Youtuber would have as he is an actual Russian professional reporter. On the other hand, he is not hiding that he is Russian. To what extent he is under government pay or if he just have to keep in line with them, is unclear. As long as you have that in mind, his channel is pretty good.
