  1. eh, yes. China, Rwanda, Bangladesh and South Korea for example. Rich countries continuously adjusts economic policies. Countries that does not will crash, and then have to go through hardship (like all failing economies do). Stable rich countries, like Switzerland or Norway will of course adjust policies much more slowly, because they plan ahead deliberately, so no need for drastic measures.
