I find that Russian propaganda throws out a lot of excuses and "reasons" and the idea is that people that want some sort of explanation, will latch unto whatever excuse or "reason" that resonates with their existing believes. So it's a version of throw shit at the wall and see what sticks. That's why you have these different people all regurgitating some version of the government story.
