  1. Like we try to keep humans that live as hunter-gatherers alone in the Amazonas. Aliens with high technology levels, probably have no reason to fight. There is an endless supply of real-estate and resources in the galaxy. Advanced robotics would make any need for working obsolete. It is therefore much more interesting to study how (for them) aliens like us evolve and behave, without their intervention. Some times their space-ships get spotted by humans, but they've gotten away with it for now. This could (and I really hope) be one of the cooler solutions to the Fermi Paradox.
