USA is a first world country with a third world country inside of it. The benefit of this is of course that the middleclass and up has access to very cheap labor, making their life better (also indirectly by businesses being able to pay less salary, making for cheaper services). So why would you want to eradicate poverty, when most people actually benefit from poverty being a thing? Of course most people don't live were the poor people live - so they're not bothered with it. Only downside is of course more crimes and police spending, but that's an acceptable cost.
