  1. You don't have to have a degree to understand the issue. The ones deciding on the prices for college overcharge intentionally, because they are greedy, and they'll never be satisfied. Enough people still enroll, which enables them to keep raising prices. They are way above normal profits levels. Greed just ruins things, but the greedy ones don't really care about anything, except themselves.
